I will bring you development proposals to builds 8 buildings as the approved in the TIF plan. These proposals will be coming from multiple people.

I believe the owner should have 1st shot to live up to the agreements. Then you need to send an RFP to the public.

Facts.

This (the TIF district or Development agreements) was not disclosed at closing. The Broker was made aware of this during the sale process as I brought it to their attention while I was showing the project to one of my clients. Subsequently Bill Newsome has been asked to remedy the disclosure issues. I asked the Broker to do so to. Actually this warrants filing a complaint with the Kansas Real Estate Commission too.   

This really makes your head spin when you think about the short fall in the TIF bonds and the Planning department taking a cavalier approach to the use. If they had to make a living based on the success of the City things would be looked at different.

Some come to the podium and only chime; today we need deals.

Look at my sales at Pizza Pub – We did almost just over a million in sales or 1st year.  We picked $O after closing the mall.

So imagine sitting on Pizza Pub patio seating to watch dogs defecate?

This project effects your districts the most. It is a shame we have a short fall and the retail never caught fire. That was the toughest leasing job I ever had.

Now the City needs to step up and make it right.

This is in your hands to fix the short fall. This will be a step in the right direction. We need to do more.

I suggest we create a taxing district CID that retires with the bonds are paid off. Include the shopping center at 21st and Washburn too. Howard Paul sold the center to Washburn University and they benefit the most from the College Hill development overall. 80% of the tenants are Washburn students.

We must grow the tax base and retire the bonds.

Are you going to assign the development agreement to the new owner?

Read section Seven.

I do not understand how the City can even move forward with zoning shovel ready land assembled with TIF bond money to implement a Bark Park?

If the current owner does not want to build this land should be offered to the public. (see building J amendment – developer is in default) The new owner should have a short fuse to build on the land. It can’t go to the dogs.

Why would the TIF district not needed to be amended and approved by 501 and the County taxing districts?

We need the Tax base $$$$’s.

The property has a new owner and is bound by the development agreement even thought the seller did not inform them of the agreement.

Thanks so much. It would be very helpful if you could share the original development agreement to form the TIF district. CBRE should have disclosed this data with the Buyer during the due diligence phase of the acquisition.

The TIF bonds have a $310 short fall annually. We need to create as many way to grow the tax base in the district. Building on the “J” site would be a good start. Those 8 lots are ready to go.
